  18. <p>     Other Communist regimes began to totter when disaffected
  19. citizens filled foreign embassies demanding freedom to leave.
  20. Fidel Castro is determined to avoid that fate. Rather than
  21. permit 15 Cubans seeking asylum in the Spanish embassy in
  22. Havana to depart, he angrily renounced a $2.5 million economic
  23. cooperation program with Spain. And in a fiery three-hour
  24. speech marking the 37th anniversary of the Cuban revolution,
  25. Castro accused the U.S. of instigating the wave of embassy
  26. break-ins that created the diplomatic standoff.

  28. <p>     The trouble began on July 9, when three Cubans forced their
  29. way into the embassy building seeking safe-conduct to Spain.
  30. To prevent further asylum seekers from entering, Cuban police
  31. have blockaded the buildings and Castro has said none of the
  32. refugees will be given permission to leave.

  34. <p>     In his speech, Castro assailed Washington's "sick obsession"
  35. with Cuba and sarcastically called for U.S. ships to come and
  36. pick up unhappy Cubans.
